“There are two laws that are directly contradictory to each other, both of which come from the federal government,” said Arun Ramanathan, the district's director of government relations.

This is not the first time the conflict has come to light.

A school district in Illinois sued the U.S. Education Department in federal court in 2005, arguing that No Child Left Behind contradicts provisions of the federal Individuals With Disabilities Education Act.
